A1SP designed, printed, and delivered 50,000 Transitional Puntland Electoral Commission ballot papers for the first direct elections held in Somalia for over 50 years.

TPEC is the institution responsible for all elections, registration and registration of citizens and political associations in Puntland.
Puntland is a Federal State of Somalia with a population of 2.4million. The Transitional Puntland Electoral Commission (TPEC) successfully held Local Government Elections across 3 districts during October 2021. These were the first public voting elections to be held in Puntland for 54 years, and the first ever one person one vote election. Whilst this was a relatively small election across 3 of the State’s Districts where 449 candidates contesting 87 Local Council seats across 54 polling stations, it was a truly historic election.
It is seen as a pilot run ahead of state-wide local government elections due to held within the next year. TPEC, working with UNOPS, held an open international competitive tender for the contract for the design, security printing and delivery of 50,000 ballot papers which was awarded to A1SP.

Working collaboratively with TPEC, A1SP incorporated a number of security features to enable verification of ballot papers and developed the packing specification to assist in
the logistical distribution process. The election was observed by an international observer mission and was widely declared as a free and fair election, with specific commendations for access for displaced, disabled and women voters.
Alongside A1SPs involvement in the election the UK provided support for a number of other initiatives in Puntland, which follows the recent visit of the UK Ambassador to Somalia,
Kate Foster, who said “I’m delighted to be here in Puntland State, my first visit as British Ambassador. It’s a pleasure to discuss our support here, the strong progress towards elections in Puntland, and to meet the Transitional PuntlandElection Commission (TPEC) and civil society.”
